I regret that His Majesty's

Government cannot approve any

departure from the existing

policy at present, especially in

view of the fact that, as I

informed you in my telegram of

the 2nd of April, a League of

Nations Commission to investigate

the Opium problem in the Far East,

has now been definitely appointed

and consideration of future

policy must naturally await the

result
